We would like to know the proper procedure to possibly file a criminal complaint against an individual who is in the Philippine Navy. The act is on the official PNP police blotter but we were told by PNP personnel (and also a member of the CIDG) that the Philippine Navy prefers to handle disciplinary action within its ranks. The act was committed during the persons ‘off duty’ hours. Note: This is an inquiry only at this time not an official complaint. Thank you
