    Dear Sir,

    Good day Sir.
    I am taking my chances to bring my proposal to the attention of

    the government through your office. I have no way of getting to

    the Office of the Mayor, Dagupan City which is my first intended

    contact to inform them of my solutions to their present Garbage

    Disposal Problem & Material Recovery Facility and the recurring

    problem in Flooding.

    Needless to say, that all cities and municipalities of the

    country have problems in common. And those are the mentioned

    above. Floods are here to stay forever, because of the change in

    natural flow and in infiltration caused by urbanization.

    I did also sent text messages to 8888 about my proposed solutions

    specially Flooding which cause loss of lives, destruction of

    properties and negative economic impact, without mention of heavy

    traffics in Metro Manila.

    So to speak, my proposed solution to Flooding is what I named it

    “The Netherlands Way” or Moses”. Either name will fit though.
    Netherlands had their last floods in 1953.

    This Flooding problem has been haunting us every rainy season and

    lots of remedial actions to the floods have been done but we have

    not come into the solution. We have been working on the floods,

    rather working on the cause of the floods.

    Yes, the LGUs together with DPWH and MMDA(in Metro Manila) are

    doing great jobs to fix the damages. One good thing the DPWH is

    proposing is to map all low spots in Dagupan City, which is a

    good start.

    In my proposed solution which is unique and tailor-fit to each

    city and town, is to have a Town Atlas, which is a digital map of

    the city where all critical areas, high and low spots are

    indicated. In so doing, we can plan our Flood Control for the

    year 2100.

    From here, we can pin-point where to construct the “sponge” ,
    an ecologically-friendly green park where literally stormwater

    could be stored and release later into the city water supply

    system or directly discharged into the sea.

    The “sponge” maybe a bicycle or skate boarding park during summer

    and a stormwater storage during typhoon or rainy days. The storm

    water maybe pumped out at the same time as the rain.

    Other public and private facilities and building maybe made to

    have similar dual functions, that is, wetlands during rainy

    season.

    The Atlas will be the reference of all disaster activities and

    flood preparation can be done in advance before disaster strikes.

    Stormwater ways or canals must be separate from the usual

    drainage system and must be made bigger than usual. Calculation

    must be made to define the size, based on current and future

    volume of flood water.They must be designed to convert

    destructive rush of stormwater into a laminar flow to protect the

    waterways and in extreme case, houses and peoples’ lives.

    I am hoping the government will give time to analyse my proposed

    solution.

    For the municipal waste disposal, we can discuss this in a

    separate presentation.

    Writing my concern why is it that PTV4 cannot be viewed in a local Broadcasting Company’s black box? When you select channels 30-PTV HD1, 31-PTV HD2, and 32-PTV SD3 nothing is displayed. I am a resident of Taytay, Rizal. Appreciate if can look into the matter.
