    May I request for the list of requirement for the Classification of newly created position for LGUs.

    The Office of the President issued Administrative Order No. 19,dated 2nd December 2019, authorizing the grant of one-time Service Recognition Incentive (SRI) for Fiscal Year (FY) 2019, based on Section (4) (h) of JR 4 as incentive reward for exceeding financial and operational performance targets to motivate employee efforts toward higher productivity.

    As a condition to the grant of SRI, Section 2e. of AO No. 19 stated that ” the employees have not received any additional year-end benefit in FY 2019 over and above the benefit authorized under Republic Act (RA) No. 6686, as amended by RA No. 8441.

    Under Executive No. 201, government employees are being granted the Productivity Enhancement Incentive (PEI) starting FY 2016 for the “purpose of improving the government employees productivity” as stated under Section 6 of the EO. The PEI is traditionally being released not earlier than December 15 of the FY and therefore considered as as a year-end benefit.

    Considering that both the SRI and PEI are being given for the purpose of improving productivity and since both the SRI and PEI are for the purpose of improving productivity, may we be clarified as whether or not the SRI is:

    1. the SRI is in lieu of or replaces the PEI , considering the prohibition under Section 2e of the AO that ” the employees have not received any additional year-end benefit in FY 2019 over and above the benefit authorized under Republic Act (RA) No. 6686, as amended by RA No. 8441,

    or

    2. is on top of, or in addition to the the PEI, as an additional year-end incentive.

    We hope that this matter at issue, be clarified in the supplemental guideline the DBM shall issue as per Section 10 of AO No. 19.
