A nation smaller than Communist China and without the armed strength of the Unites States of America, in order to sustain a war against the arrogant and slobbering Communist giant, must maintain a military force that is a combination of its conventional forces and a well-trained, well-equipped national militia based on a flexible mobile and scattered but cohesive small self-sufficient forces with additional capabilities of anti-armor, anti-missile and anti-air defense.
Ideally, there should be a combination of large fighting groups operating air, armor, and naval assets and small self-sufficient fighting groups of such a size as to afford mobility and evasiveness while allowing for it to have in additon to its guns and ammunitions factories, its own mobile factories and mobile stores of light missiles. In support of the declared intentions, each province, municipality and barangay shall maintain in complement to the existing structures of the Armed Forces of the Philippines their own self-sufficient and operational fighting forces under the supervision of the Armed forces of the Philippines.
The Officers of Deparment of the Local Government shall have the primary authority in ensuring that the conduct of operations of the Barangay Defense Forces and the Municipal Defense Forces shall be in accordance with the Philippine Constitution and the laws of the Repubic of the Philippines. The Armed Forces of the Philippines and its officers acting in supervision of the Municipal Defense Forces shall primariy be empowered to make decisions concerned with assigment of production priorities for military equipment and supplies, deployment of forces, battle stategies and combat tactics, and determining the fitness of candidates for incorporation into the barangay and municipal defense forces.
The main aims are:
EVASIVENESS
The envisioned forces must be scattered or geographically separated numerous small mobile formations to make it difficult for the enemy to find and target. The applicable rule is that surviving a missile strike or bombarment is best achieved by being absent in the area under attack.
The forces based in the barangays shall be at least two operational groups which shall be capable of moving from one base to another [except for the food production/farming teams].
LETHALITY
The envisioned forces must upon detecting hostile forces in its vicinity, or upon command by superiors, be capable of engaging and destroying the attackers.
SURVIVABILITY AND RETENTION OF CAPABILITY TO RETALIATE AND OVERCOME
To enable the envisoned forces to retain effective retaliatory capability, in addition to avoiding getting wiped out by a single massive air or missile raid, the envisioned forces must have an effective lethal radius of at least 25 kilometers [using light surface-to-air and anti-armor missiles] to be able to destroy as much of any attacker before they can cause damage.
COHESIVENESS
While geographically separated, each BARANGAY DEFENSE FORCES, MUNICIPAL DEFENSE FORCES, and their elements shall always operate IN SUPPORT OF ONE ANOTHER and the ARMED FORCES OF THE PHILIPPINES.
The envisioned forces shall be capable of deploying and executing commands from up the chain of command to achieve an effective and successful conduct of battle against the enemy.
The envisioned forces must capable of directing their fire to bring about from different directions and locations a coordinated and concentrated firepower upon a common target.
FLEXIBILITY
The envisioned forces shall usually operate within their areas of responsibilities, but may be tasked by higher authorities to operate in far away areas [non-home areas] either as attached units operating along side units based in the non-home areas or as coordinating units [presence known to existing units based in the non-home area of operations, but following their orders specifically given to them only by higher headquarters.
ACCURATE AND TIMELY COMMUNICATIONS IS A MUST.
INTELIGENCE
The envisioned forces shall also serve as information gathering networks for the ARMED FORCES OF THE PHILIPPINES.
INITIATIVE
The envisioned forces may at any time deemed appropriate by its own immediate military commanders conduct such actions as require to suppress, destroy and eliminate hostile presence within its area of operation.
The military commanders must request coordination from the higher HQ for the conduct battle operations.
The military commanders may ask for support from barangay and municipal forces in adjoining areas before or during the conduct of battle.
SUFFICIENCY
The envisioned forces shall have the capability and resources to manufacture, repair and maintain its armaments, equipment, transport, food and water, communications equipment, and other supplies [including and not limited to tents, uniforms, boots, helmets, body armor, personal hygiene supplies, etc.].
The each team of the BARANGAY DEFENSE FORCES shall maintain its own caches of arms, ammunitions, medical supplies, fuel, radio and phone batteries in locations known only to its elements.
Each pair of members may keep their own dispersed secret stores of ammunition, food and medicine to ensure combat effectivity while moving from location to location.
Every element of the envisioned forces must have the capability to maintain his own equipment and to forage or live off the land.
The forces shall be scattered in the sense that they shall be geographically separated to preclude a single air or missile strike by the enemy from destroying a great number of their elements. The forces based in the barangays shall be at least two operational groups which shall be capable of moving from one base to another [except for the food production/farming teams].
They shall be cohesive because they shall be capable of operating in support of one another, an in support of the regular armed forces and striking at common targets while remaining close to or within their areas of responsibilities.
TRAINING
EVERY MUNICIPALITY shall maintain under the combined supervision of the Municipal Officer of Deparment of the Local Government and the Interior and the Armed Forces of the Philippines, thru its duly designated officer or team of officers, its own MUNICIPAL DEFENSE FORCES, an armed forces supported by its own manufacturing and logistics capability.
AT NO TIME shall the Municipal Mayor or any municipal elective official or their immediate relatives be given command of the MUNICIPAL DEFENSE FORCES OR ITS COMPONENT UNITS.
The composition of the MUNICIPAL DEFENSE FORCES shall ideally be:
RIFLEMEN
(2,000) At least 2,000 trustworthy and trained personnel qualified for the 7.62mm or 5.56mm infantry rifle and the crew-served machine gun, distributed in 20 fighting groups of 100 personnel each fighting group. The Armed Forces of the Philippines shall supply the rifles, maintenance kits, and ammunitionfor them.
ANTI-ARMOR
(50) The municipality shall maintain at least 10 teams of 5 personnel each of trustworthy personnel trained in the operation of anti-tank mortars and man-portable missile. A team of Anti-Armour combat personnel may be given their assignments [operate as a group of its own or be attached to RIFLEMEN teams] as deemed fit by the supervising Armed Forces officers.
PERIMETER DEFENSE PERSONNEL
(240) At least 240 trustworthy personnel for trained in the use, operation and maintenance of mobile/transportable anti-air and anti-missile armaments, distributed in 20 teams of 12 personnel each team. Each team shall have its own launch platforms and transport vehicles.
ARMOURERS
(60) At least 1 manufacturing facility with at least 60 trustworthy personnel assigned in 10 teams of 6 personnel trained and equipped as armourers capable of repairs, maintenance, and manufacture of military firearms, including captured enemy firearms and those issued for the use of the Philippine military. Each team shall have its own fleet of trucks and motorcycles and supplies of fuel for acquiring supplies and delivery of products to combat units.
COMMUNICATIONS
(60) At least 10 teams at 6 members each team of trustworthy and trained electronics communications operators capable of operation cellular mobile base stations, in addition to the 2-way radio UHF/VHF radios. The municipality shall provide the personnel while the national governement and the armedforces of the Philippines shall provide the equipment.
COURIERS/MESSENGERS
(30) At least 10 teams of 3 personnel each of trustworthy and trained messengers/dispatch riders equipped with their own motorcycles. During hostilities, these messengers shall be empowered to legally requisition any vehicle including cars, motocycles, bicycles of any kind, and must provide a receipt to the owner of the requisitioned vehicle stating the full identity [name, organization, address] of the person making the requisition, the time and date of requisition, the identification of the vehicle [registration plate number if motor vehicle or motorcycle] and its owner. Further providing that requisitioning for personal gain is against the law may be punisheable by fine or imprisonment and discharge from the service.
MEDICAL
(30) At least 10 team of combat medics and emergency medical technicians with 1 qualified physician and 2 aides per team as part of the medical corps of the municial defense forces. The municipality, or provincial government shall provide the medical equipment support equipment [including portable power generating equipment whether solar, wind-powered or fuel-based generators], supplies and vehicles necessary for the medical teams to perform their tasks. If the budgets of the municipality and the provincial governments fall short, the Armed forces of the Philippines may make up for the necessary additional funds.
FOOD PRODUCTION
(120) At least 120 trustworthy paid personnel tasked and purposely provisioned for the production , distibution and storage of food supplies for the barangay defense forces and for the municipal defense forces as well.
TRAINING
The Armed Forces of the Philippines shall operate and maintain in every municipality a facility to recruit citizens from every barangay and train for deployment in each barangays and the municipality based on acquired skills and qualifications as riflemen, machine gunners, missile operators, electronics communications technicians, armorers and transport operators.
LOGISTICS
(120) At least 20 teams with 6 paid personnel each team of trustworthy personnel trained and equipped to engage in the manufacture of uniforms, boots, and other similar supplies and logistics to equip the municipal defense forces. Each team shall have its own fleet of motorcycles and supplies of fuel for acquiring supplies and delivery of products to combat units. Wages and salaries to be shouldered according to capacity to pay by the municipality and the Armed Forces of the Philippines.

EVERY BARANGAY should maintain its own BARANGAY DEFENSE FORCES in support of the MUNICIPAL DEFENSE FORCES and the Armed Forces of the Philippines.
The BARANGAY DEFENSE FORCES shall be under the combined supervision of the Barangay Officer of the Department of Local Govermenment Governement and the Armed Forces of the Philippines, thru its duly designated officer or team of officers. AT NO TIME shall the BARANGAY CHAIRMAN OR ANY BARANGAY ELECTIVE OFFICIAL or their IMMEDIATE RELATIVES be given command of the BARANGAY DEFENSE FORCES OR ITS COMPONENT UNITS.
The BARANGAY DEFENSE FORCES shall be tasked mainly with the defense of its own territory and those of its immediate adjoining barangays.
The BARANGAY DEFENSE FORCES may OPERATE ON THEIR OWN, or when combat exigencies require be tasked to operate with the MUNICIPAL DEFENSE FORCES while maintaining its own organizational structure and chain of command. When incorporated into the MUNICIPAL DEFENSE FORCES, the units of the BARANGAY DEFENSE FORCES shall thru its CHAIN OF COMMAND accept and execute lawful commands and instructions from the commanding officers of the MUNICIPAL DEFENSE FORCES and the Armed Forces ofhe Philippines officers exercising supervision over the Municipal Defense Forces. It is re-iterated herein that: The Officers of DEPARTMENT OF LOCAL GOVERNMENT AND THE INTERIOR shall have the primary authority in ensuring that the conduct of operations of the Barangay Defense Forces and the Municipal Defense Forces shall be in accordance with the Philippine Constitution and the laws of the REPUBIC OF THE PHILIPPINES. The ARMED FORCES OF THE PHILIPPINES and its OFFICERS acting in supervision of the MUNICIPAL DEFENSE FORCES shall primariy be empowered to make decisions concerned with assigment of production priorities for military equipment and supplies, deployment of forces, battle stategies and combat tactics, and determining the fitness of candidates for incorporation into the barangay and MUNICIPAL DEFENSE FORCES.
The Barangay Defense Forces shall be composed of the following components:
RECRUITMENT
The Barangay shall maintain and operate a recruitment center to enlist trainees into the Municipal Defense Force training program.
RIFLEMEN
(150) A force of at least 150 trustworthy and trained personnel qualified for the 7.62mm or 5.56mm infantry rifle and the crew-served machine gun. Tt is envisoned that a municipality with 20 barangays shall maintain 3,000 battle-ready and provisioned riflemen and a province with at least 20 municipalies shall in effect have 60,000 battle-ready and provisioned riflemen. It is proposed they receive the corresponding pay and benefits from the Armed Forces of the Philippines.
ANTI-AIR AND ANTI-MISSILE DEFENSE
At least 12 trustworthy personnel for training and deployment in the use and operation anti-air and anti-missile armaments, as part of the barangay defense force and under direct supervision of an Armed Forces of the Philippines officer.
It is proposed they receive the correponding pay and benefits from the Armed Forces of the Philippines.
ANTI-ARMOR
Each barangay shall have a team of trustworthy personnel armed with and trained to operate man-portable anti-tank missiles under the direct superision of an Armed Forces of the Philippines officer.
It is proposed they receive the corresponding pay and benefits from the Armed Forces of the Philippines.
ARMOURERS
(6) At least 6 trustworthy paid personnel trained as armourers capable of repairs, maintenance, and manufacture of military firearms, including captured enemy firearms and those issued for the use of the Philippine military. These armourers shall serve mainly their home municipalities but may be called upon to provide support to other municipalities as ordered by the authorized officers of the Armed Forces of the Phillipines
It is proposed they receive the corresponding pay and benefits from the Armed Forces of the Philippines.
ELECTRONIC COMMUNICATIONS OPERATORS
(6) Its own team of at least 6 trustworthy and trained electronics communications operators capable of operation cellular mobile base stations, in addition to the 2-way radio UHF/VHF radios.
It is proposed they receive the corresponding pay and benefits from the Armed Forces of the Philippines.
COURIERS/MESSENGERS

No one shall be inducted as messengers/dispatch rider of the Barangay Defense Force unless they acknowledge in writing that they are required by to provide a receipt to the owner of the requisitioned vehicle stating the full identity [name, organization, address] of the person making the requisition, the time and date of requisition, the identification of the vehicle [registration plate number if motor vehicle or motorcycle] and its owner, and may be subject to prosecution for failure to issue such a receipt for requisitioning any kind of vehicle or transport.
It is proposed they receive the corresponding pay and benefits from the barangay and the Armed Forces of the Philippines.
MEDICAL
(6) At least 2 teams of 1 qualified physician and 2 aides per team of combat medics and emergency medical technicians. The barangay, municipality, or provincial shall provide the medical equipment support equipment [including portable power generating equipment whether solar, wind-powered or fuel-based generators], supplies and vehicles necessary for the medical teams to perform their tasks. If the budget of the municipality falls short, the Armed forces of the Philippines may make up for the necessary additional funds.

In addition, every barangay shall maintain its own BARANGAY DEFENSE FORCES under the supervision of the Armed Forces of the Philippines, thru its duly designated officer or team of officers:
(12) At least 12 trustworthy personnel for training and deployment in the use and operation anti-air and anti-missile armaments, as part of the barangay defense force.
(12) At least 2 teams of 6 members per team of technicians for training and deployment as support technicians for the operation and maintennce of the ainti-air and anti-missile defenses of the barangay.
(12) At least 12 trustworthy and 12 trustworthy personnel for training in electronics communications for deployment as operators of 2-way radio UHF/VHF radios and cellular mobile base stations.
(3) At least 3 trustworthy personnel composed of 1 qualified physician and 2 aides for training as combat medics and emergency medical technicians for deployment as members of the municipal medics corps.
(20) At least 20 trustworthy paid personnel tasked and purposely provisioned for the production, distibution and storage of food supplies for the barangay defense forces and for the municipal deense forces as well. I am Julie Ann M. Hilaga, a third year student of the University of the Philippines Los Banos from the College of Development Communication. Currently taking up a Bachelor in Science in Development Communication. I am also a graduate of basic ROTC (ROTC 1 and ROTC 2) of the UPLB ROTC Unit DMST 403rd CDC, 4RCDG.
I have received my serial number as army reservist.
I am also planning on taking up 18 units in teaching courses in order to take the Licensure Exam for Teachers (LET) in the future. I would also like to pursue Masters degree in Education and/or management.
I recently found out that I may be able to join the technical staff of Corps of Professors in the future. In line with this, I am asking for guidance in what course of action should I take in order to become part of the AFP, especially the Corps of Professors.
