  2. Dear President Duterte,

Hope this email finds you and your family well.

I wrote to you last 30 July 2020 appealing for your kind intervention in reinstating the “Balikbayan Program”, that required Filipinos not holding Philippine Passport to secure the required visa.

Last 26 November 2020, you gave us the best “Thanksgiving Gift” that was very much appreciated by all Balikbayans around the USA and the world, allowing Filipinos without Philippine passport now to come home for the holidays without the required visa.

Am now appealing to you, please open the Country to International Tourists.

Opening the Country to International Tourists will not mean immediate influx of International Tourists to the Country. It will take time for them to even entertain the idea of having a vacation in the Philippines. What I am after is the “PUBLICITY” the Country will get once you announce the opening of the Philippines to International Tourists, of course, with strict health and safety protocols in place.

Publicity worldwide is a very expensive endeavor and even your Department of Tourism has no funds for it. Good or bad publicity, is still PUBLICITY. and people internationally, will talk about the Philippines.

Three (3) weeks ago, Singapore announced a “travel bubble” with Hong Kong. After a week, they pulled it out and come out with another news saying “covid numbers are too high”. For me, this was just “publicity” because they have accomplished what they wanted, “FREE PUBLICITY”.

Same week, Thailand came out in the news saying that they will soon open the country to International Tourists. A week later, they came out with a news saying that they won’t open till spring of 2021. Again, for “PUBLICITY”

Philippines, as we all know, is not a “priority destination”. While we have nice beaches, hospitable people – service with a smile, beautiful attractions, international standard hotels, etc, the country is still one of the most expensive destination in Asia. High hotel rates as compared to other Asian Countries, few international airlines are flying to Philippines, infrastructure, are some of the factors that makes the Country not a priority destination.

For International Tourists coming to the Philippines, require them the following : –
    – Document confirming that they have taken the “vaccine” or a Medical Certification that they
have tested negative 72 hours prior to their scheduled departure date
    – Covid testing upon arrival in the Philippines with one (1) night stay in a “quarantine hotel”
    – US$ or Euro 50000.00 travel insurance that covers covid-19
    – Ask them to sign a document outlining the strict health and safety protocols, and the penalty
if the are caught not following it
    – For them to download the app in their phones – TRAZE (contact tracing)
    – Other restrictions deemed necessary by the IATF

Please, let us not wait for other countries to announce that they are opening their doors to International Tourists. Let us be the first so we can get the “PUBLICITY” we need. The tourism industry of the Philippines is bleeding. Please extend the necesary assistance it needs.

Thank you and wishing you and your family the best of the holidays.

    Sincerely,

MARAMING SALAMAT PO, GOD BLESS AND MORE POWER..

Good morning.

    Mr. President,

This is about the anomaly of STL Operation in our locality.

This is in relation with the Small Town Lottery (STL) Operation in Bislig City, Surigao del Sur. The machine betting station is located particularly in Mangagoy, Bislig City operated by the Group of Former City Councillor Napoleon Velez, Former Mun. Councillor Jun Telewik, named Coralde and Yoyong. However, betting booth (no machine – writting on small paper only) distributed almost every corners on the Municipality of Lingig, Bislig and Hinatuan both of Surigao del Sur despite of the distance from the betting machine.

    Our Concerns:

    1. Are the mentioned Group are legitimate operators of STL?
    2. Are the betting booth on every corners on the mentioned municipalities are legitimate and allowed?
    3. Betting documents on the betting booth are all ordinary papers and not machine validated and it can easily copied or duplicated by bad elements, is this really the practice?

For the period of September 22-15, 2017, a number of bettors won a huge amount estimated of not less than 1 million based on the result/winning swertres and the last two digits numbers. On the same period until of this writing, the STL operators doesn’t pay the winners and can’t be located. This time, only the collectors are negotiating the winners – they will only pay the winners at lower price from win5 to win3. Is this really the practice of STL?

Such winning prices is a very material on our daily living.

If these group are legitimate and supervised by STL and PCSO, why this is happening?

Hoping to get feedback and result on this concerns.
