    Kung merong sumasagot na taga HLURB dito ako po ay nagpapasalamat na sa una. Ito ang aking kuwento:
    Ako ay kumuha ng house and lot sa developer na TAFT PROPERTIES at a pre-selling price of P3M. Nag downpayment ako ng 20% (P600T) last nov. 2015. Nag promise ang agent ng TProperties na magsisimula ang const 1st qtr ng 2016 at matatapos ito bago ng dec 2016 upon my payment ng 80% balance. Pero ang start ng actual const ng unit ko ay nagsisimula sept 2016 at until end ng march 2017 hindi pa substantially completed ang bahay. May pictures ako magpapatutuo nito. Contract to sell was handed to me sept 2016 din. Nag apply ako ng loan sa dalawa nilang accredited bank starting jan pero decline ang loan ko. Nag apply ako uli ng loan sa hindi nila accredited bank at approved ito. Upon hearing it nagpadala sila ng sulat sa akin demanding(march 31, 2017) full payment with penalty amounting to P151,000.00 for late payment daw. Ang tanong ko, (1) can they demand penalty kahit hindi pa nila natapos ang unit ko sa takdan panahon? (2) Is any of the sections of MACEDA law RA6552 can we qoute to protect buyers of their hard earned money? Sana maliwanagan ako kung sino kyo na nagbibigay ng payo. Maraming salamat. I have documentary evidence and milestone of the dates of construction.
